CITY TO ASK VOTERS TO REINVEST IN ROADS MILLAGE ON AUGUST 7On April 4, the Livonia City Council unanimously approved a resolution to ask voters to renew a Roads Millage for 10 years. The request goes before the electorate Aug. 7.

The millage request would maintain the same 0.89 mills rate that has been in place since 2002 and allow the City to continue investing in its local streets to maintain infrastructure.

The quality of City-controlled streets and roads has been improved since 2002. Livonia’s Pavement Surface Evaluation and Rating System (PASER) ratings have shown an increase in roads rated as “Good, Very Good or Excellent” from 44% in 2002 to 70% in 2012. The roads covered by this millage exclude those that are the responsibility of Wayne County, including the Mile Roads, Plymouth, Inkster, Middlebelt, Merriman, Farmington, Haggerty, the freeways, etc.

Mayor Jack Kirksey said that more needs to be accomplished and that funding from the State is insufficient. “If we don’t continue improving, our roads will quickly slide back to the level of 2002,” he said. “Costs of materials have increased, our infrastructure continues to age, and the fact that we live in the 42nd Parallel all present challenges to maintaining our quality roads.”

The millage also provides funding to replace some right-of-way trees and to replace sidewalk flags that have been damaged by roots of those City-owned trees.  With the same millage rate, it is estimated that the millage would cost the average homeowner about $57 per year, down $20 from the cost of $77 in 2007.
